What is the SCIOS Scope 10 inspection?

The SCIOS Scope 10 inspection checks whether the electrical installation in a building is fire-safe and complies with all legal requirements. In addition to the installation itself, devices, machines, and cables are also inspected. The goal of the inspection is to reduce the risk of fire and unsafe situations. The SCIOS Scope 10 inspection is carried out by an independent, certified inspector.

Why do the Scope 10 inspection: 7 reasons

1. Fire safety

One in four business fires has an electrical cause. By regularly having the Scope 10 inspection carried out, you reduce the risk of being affected by this.

2. Insurance requirements

When taking out certain insurance policies, such as fire insurance, many insurance companies require a valid Scope 10 inspection.

3. Safety

With the SCIOS Scope 10 inspection, you contribute to a safe working environment—not just for yourself, but also for your employees and customers.

4. Legal requirement

The Scope 10 inspection is not legally required in the Netherlands. However, it falls under the general duty of care, as outlined in the Occupational Health and Safety Act (Arbowet) and NEN 3140. This means that, as an employer, you are required to create a safe working environment for your employees.

5. Preventive maintenance

Any deficiencies are uncovered during the Scope 10 inspection, allowing them to potentially be addressed before they become larger issues.

6. Compliance with standards and guidelines

During an inspection, the guidelines of NTA 8220 are followed. This ensures that the inspection is carried out using standardized and reliable methods.

7. Certification and reliability

If you meet the requirements of the SCIOS Scope 10 inspection, you will receive a certificate. This demonstrates reliability to your employees and the outside world.

Inspection based on NTA 8220

If you have a SCIOS Scope 10 inspection carried out, it will be based on NTA 8220 (Dutch Technical Agreement). This method was developed in 2017 by insurers and inspectors to assess electrical installations for fire hazards. If a defect in the electrical installation is identified, NTA 8220 specifies the measures the inspector must recommend to resolve the issue.

What does the Scope 10 inspection cost?

There are several factors that determine the cost of the Scope 10 inspection. The size of the electrical installation, for example, plays a role. The larger the installation, the higher the costs, as the inspector will need more time to check everything. The use of the installation and the industry in which you operate also influence the price.

What is included and not included in the Scope 10 inspection?

What is the difference between Scope 10, Scope 12, and NEN 3140?

In a NEN 3140 inspection, the Scope 8 or Scope 9 inspection is carried out. These inspections focus only on the safe use of electrical installations to prevent injury to users, such as reducing the risk of electrical shocks. With SCIOS Scope 10, you go a step further by also checking the electrical equipment for fire hazards. Solar panels and their associated inverters are not part of this. If you want these inspected as well, you should have a Scope 12 inspection performed. This also ensures compliance with NEN 1010.

Is a Scope 10 inspection mandatory, and how often should it be performed?

A Scope 10 inspection is typically valid for 3-5 years. To continue using electrical equipment safely, you will need to have this inspection carried out once every 3 to 5 years.

What are the requirements of a Scope 10 inspection?

Do you want to assess your electrical installation for fire safety? Then the Scope 10 inspection is the solution. However, to qualify for such an inspection, your company must meet a few requirements. Below, we highlight the most important ones and provide a brief explanation for each requirement.

  • A contact person must be present: When scheduling the inspection, a contact person must be provided. This person must be present during the SCIOS Scope 10 inspection.
  • The installation must be de-energized: In order to perform measurements, the power must be temporarily disconnected from the electrical installation. This means that work cannot be carried out for a short period of time.

  • Provide the correct information: Before the inspection, you need to provide information to the inspection company, such as the number of switchgear and distribution equipment, as well as the applicable safety protocols. If the information you provide is incorrect, the cost of the Scope 10 inspection may be higher.

  • Arrange an asbestos-free declaration: If you are still using cast-iron switchgear and distribution equipment, you must request an asbestos-free declaration. Without this declaration, the distribution equipment will not be inspected.

How does a Scope 10 inspection and audit work?

1. Request and choose a company

Scope 10 inspections can only be carried out by companies with an SCIOS certificate. Once you've found a certified company, contact them to request an inspection.

2. Prepare the inspection

You might not expect it, but the Scope 10 inspection requires some preparation. For example, the electrical installation must be de-energized during the inspection, which means employees will temporarily be unable to use the equipment. Additionally, send the inspector all safety protocols in advance so they know what to expect. Finally, make sure someone is present on the day of the inspection to accompany the inspector.

3. The inspector conducts the inspection

On the agreed day and time, the Scope 10 inspector will arrive for the inspection. First, they will create an inspection plan in collaboration with the person responsible for the installation. Then, the inspection begins. A visual inspection is always performed first. Once this is complete, the inspector will carry out random measurements, focusing on temperature, circuit impedance, insulation resistance, and residual current protection.

4. A SCIOS Scope 10 report via the Incontrol app

After the SCIOS Scope 10 inspection, you will receive a detailed report via the Incontrol app. This report will thoroughly describe any faults found. The inspector will also highlight which issues should be addressed first.

5. Review the report or receive the certificate

After receiving the report, you review it. If the inspector didn't mention any faults, you can immediately request a Scope 10 certificate. If issues were found, you should address them as soon as possible. For issues you can't resolve yourself, hire a professional.

6. Scheduling a new electrical inspection

Have you resolved all the issues from the Scope 10 report? Then schedule a new electrical inspection. This re-inspection can take place either physically or digitally, depending on the number of issues found and the associated risks. If the inspector approves everything, they will close the inspection, and you can request a certificate.

7. Deregistration with SCIOS

After the Scope 10 inspection, the inspection company will deregister you with SCIOS. This can be done "without findings" or "with findings." In the first case, the inspector did not notice any issues, or they have been resolved. A "with findings" deregistration means that the defects have not yet been fixed.

You should have the SCIOS Scope 10 re-inspection carried out if the inspector found issues during a previous inspection. This is only useful if you have fixed all the deficiencies.

Most insurers require that non-compliant issues be repaired within 3 months. Once you've done this, you can request a re-inspection.

You make the agreement for the Scope 10 inspection with an SCIOS-certified company. They will send a technician to inspect the electrical equipment on the agreed date and time.

A Scope 10 inspection is not legally required. However, many insurers do require it for businesses that want to take out fire insurance.

NTA 8220 is a method used to assess the fire safety of electrical installations. The insurance and inspection industry has established this under the management of the Netherlands Standardization Institute (NEN) as a Dutch Technical Agreement (NTA).

A NEN 3140 inspection (Scope 8 and Scope 9) assesses an electrical installation only for safe use. This check reduces the risk of electric shocks. Scope 10, on the other hand, focuses on inspecting electrical equipment for fire hazards.

If you combine multiple Scope inspections, you receive a discount. This is applied directly at the time of payment.

Of course, the Scope 10 inspection can also be carried out on the Wadden Islands. However, it usually takes longer for the inspection to take place, and additional costs will be charged.

It depends on the company you hire for the inspection. One company may be able to come by in the short term, while another might take weeks or even months.

You can find this information in the terms and conditions of your insurance. These may vary by insurer, but often, no compensation will be paid in the event of damage if you don't have a Scope 10 inspection carried out, even though it's required by your insurance.
